Government Sanction and Designated Areas
RestrictiveAlthough the 2025 reforms reopened the market, foreign ownership in Seychelles remains tightly controlled through a sanction requirement, designated areas and minimum values.
- Non-Seychellois buyers must obtain government sanction before completing a purchase (approval valid about one year)
- Foreign buyers can purchase only within designated areas or approved developments (for example Eden Island)
- Minimum-value, plot-size and other conditions apply, keeping the foreign market high-end
- An annual immovable property tax (around 0.25% of market value) applies to foreign-owned residential property
- Citizenship by investment is not available; residence is a separate, investment-linked process
- The market is small, expensive and illiquid, with tourism and climate exposure
