Strict UNESCO and municipal heritage rules freeze the streetscape and permanently limit new construction, so the supply of restorable colonial homes is fixed while Buenos Aires weekenders and global tourists keep demand climbing. For investors this is a scarcity play. Restored homes and boutique-guesthouse conversions trade near US$3,500/m2, the highest in Colonia, with prices appreciating 10-13% a year as heritage stock cannot be replicated.
